Spain’s Golden Visa closed to new investors on 3 April 2025. The closure changed the route available to people planning a new investment, while transitional provisions preserved certain earlier applications and existing permissions.
For an existing investor, the next step depends on the history of the individual file: when the application was submitted, what permission was granted and whether the proposed action is a renewal, a later residence application or a change affecting the investment.
This guide explains those distinctions and the documents to review before taking the next step.
When did Spain’s Golden Visa end?
The legal change came through the twenty-first final provision of Organic Law 1/2025.
The key dates are:
- 3 January 2025: the law was published in the Official State Gazette.
- 3 April 2025: the repeal of the investor provisions took effect.
- 10 June 2025: the immigration authorities issued management criteria addressing practical questions following the repeal.
The UGE’s official investor information sets out the closure and transitional arrangements.
The relevant application cut-off is before 3 April 2025. When assessing an earlier file, keep the official submission receipt showing when the application was registered.
Did the closure affect only property investments?
No. Articles 63 to 67 of Law 14/2013, covering the former investor visa and residence framework, were left without content.
The repeal therefore went beyond the property category and affected the former investor framework for financial investments and qualifying business projects as well.
For a new applicant in 2026, increasing the amount invested or choosing a different investment within that former framework does not reopen the route.
Other immigration categories under Law 14/2013 continue to have their own eligibility rules. An entrepreneurial project, for example, must qualify under the entrepreneur provisions; purchasing a business does not automatically establish that eligibility.
Which earlier applications and permissions are protected?
The transitional provisions in Law 14/2013 distinguish three main situations.
| Situation | Transitional treatment |
|---|---|
| An investor or family member submitted the relevant application before the cut-off. | The visa or authorisation may be granted under the rules in force when the application was submitted. |
| An investor visa or authorisation was valid when the transitional provision took effect. | It keeps its validity for the period for which it was issued. |
| An existing holder submits a renewal application. | It is processed and decided under the rules in force when the initial authorisation was granted. |
Protection does not mean automatic approval. The applicable requirements still need to be met.
Keep the application date, grant date and expiry date separate. Each answers a different question, and the date of a property purchase cannot replace evidence that an immigration application was filed.
If several family members applied at different times, reconstruct each person’s application history individually.
What do the UGE’s management criteria clarify?
The official criteria issued on 10 June 2025 address situations that can arise in older files.
| Issue | Position in the criteria |
|---|---|
| Earlier investor visa | A residence application is admissible where the valid visa was requested before 3 April 2025, even if its effect was deferred beyond that date. |
| New family applications | New applications after the closure, including marriage or birth cases, follow the general immigration framework. |
| Inheritance and gifts | Residence rights are personal; post-closure transfers cannot be used to pass on the investor residence entitlement. |
| Investment conversions | Non-property conversions and property-to-other-investment conversions may qualify, respecting minimum amounts. Conversions into property investment are not admitted. |
| Changes involving companies | The specified changes between personal and company ownership are not admitted. |
| Change of nationality | The initial permission may continue, with a possible extension, if the change is properly notified. |
| Reservation agreements | An arras agreement is not accepted as the purchase contract. |
These administrative criteria should be read alongside the legislation and the facts of the case. Obtain a review before relying on a proposed transaction or change.
How should an existing investor review their file?
Build a short chronology supported by the original records. A useful review starts with five groups of documents.
Original application and submission receipt
Locate the application form, attachments and official filing receipt. If a representative submitted the application, obtain the complete version that was actually filed.
Keep later document requests and responses with the same file so the procedural history remains clear.
Visa, approval decision and current card
Collect the visa, initial approval, renewal decisions and current residence card, where applicable.
Compare the personal details and dates across these records. Flag any discrepancy for review rather than assuming that a card, visa and approval decision all have the same function or validity period.
Evidence of the investment
Identify the investment relied on in the approved application and the evidence submitted at that time.
Then document the current position. Gather the relevant ownership, registration, banking or company records so a reviewer can assess whether anything has changed.
A proposed sale, restructuring or replacement should be reviewed before the transaction is completed.
Personal and family changes
List changes since the previous application, including a new passport, nationality, marital status, family composition or address.
For each change, keep the supporting document and any notification already submitted. Identify which person’s file is affected.
Expiry dates and future plans
Record the expiry date of each family member’s permission and the relevant filing window.
Consider upcoming travel, document renewal and any intended change in activity or investment. Planning these together can help avoid discovering an unresolved issue immediately before submission.
Can existing Golden Visa holders renew?
The transitional rules preserve a renewal route for eligible existing holders. The applicable legal framework is linked to the date on which the initial authorisation was granted.
That requires an individual review. Do not assume that every document or financial figure from the original application can be reused unchanged.
Before preparing a renewal:
- Identify the initial grant and the rules applicable to it.
- Check the current permission and filing window.
- Review the investment and any changes since the last approval.
- Confirm the personal and supporting documents required for this application.
- Assess each accompanying family member’s position.
- Keep proof of submission and monitor official notifications.
The UGE’s application guidance explains electronic submission for authorisations under Law 14/2013 and related documentation.
If the authority requests further evidence, review the actual request and its deadline. Respond through the appropriate procedure and retain the filing receipt.
What should families check after the closure?
Start with a separate chronology for each person, including any earlier application, visa, permission and renewal.
A family relationship and an existing immigration permission are different parts of the assessment. Collect the relationship documents, but also establish the person’s own procedural history.
If the family composition has changed, identify the correct procedure before preparing forms or ordering certificates. Check who can submit, where the application belongs and what evidence the relevant family category requires.

Does owning property give you a right to live in Spain?
Property ownership alone does not establish immigration residence.
A purchase, an NIE used for the transaction and a residence permission serve different purposes. Our guide to using your NIE in Spain explains the identification number’s role.
Before connecting an investment transaction with a relocation plan, identify the immigration category you will rely on and the requirements it imposes.
For an existing investor, review the effect of any planned change on the current permission. For someone starting a new immigration application, assess the available routes on their own terms.
Which alternatives should new applicants consider?
The appropriate route depends on your intended activity and circumstances.
For example, non-lucrative residence may be relevant if you can support yourself without work or professional activity.
The international teleworker route may be relevant for qualifying remote work for businesses abroad.
Entrepreneur, self-employed, employment and family routes require separate eligibility assessments. They are not automatic substitutes for a former investor application.
Our guide to Golden Visa alternatives and renewals in 2026 compares these options in more detail.
Frequently asked questions
Does an investment made before the closure automatically protect an application?
The investment date alone does not establish transitional protection. Review the immigration application and permission history, supported by the official records.
Should I reuse my previous application package?
Use it as a starting point for understanding the case. Review every document against the current filing instructions, personal circumstances and applicable legal framework before submitting it again.
Must every existing holder immediately change to another residence category?
The closure includes transitional protection for qualifying existing cases. Assess your own permission, renewal position and future plans before deciding whether a different category is appropriate.
What if I cannot find my original application?
Ask the representative who submitted it for the complete filed version and receipts. Gather the decisions, visa and current documents you do have, and identify the missing records before the next application is prepared.
